It seems that it is based on character designs from a Chinese Naruto mobile game. My translation of "Chinese New Year" isn't exact - someone who knows the game might be able to provide more info. Maybe "Spring Limited Edition"?

He's only up for preorder on bilibilis website rn i believe. But I have heard tenso is good but shipping is expensive, or neokyo! I'm not super experienced with proxies but those are the few i have used and they work great for me!
