I agree with previous posts, it differs.

I DO know that it takes a LOT LESS TIME for a nendoroid to go from idea/mock up->prototype->painted->preorder than a Figma, which seems to be 1.5-2x longer (I'm guessing it's due to Figmas being more complicated in how they fit together and more true to the look/proportions of the character... more sculpting, more fitting pieces together).

For scales it's a crapshoot, sometimes something is announced and like a month later it's painted and ready to go. Then another in the same series announced at 2 events prior is still in prototype stage.

For Figuarts... that sucker may NEVER be released LOL!

Could be a few months, could be a few years. There's no telling.

And wonfes exclusives are usually sold secondhand or on GSC's website, if GSC makes them.

And then there's Orchid Seed figures which are released almost a decade later after being announced.

1st question: I'm not sure if there is, because each company has its own timetable and "problems" to solve before deciding to open pre-orders.

2nd question: Yes, some are even sold at the official WF store (Japan only), some pop-up at known online stores and eventually at known online secondhand/aftermarket stores.

The time between painted prototype and pre-order is different for every figure really so it's just a matter of waiting for that pre-order to show up. Wonfest exclusive items are likely to pop up on places like Mandarake, AmiAmi preowned or Yahoo japan auctions. There's probably some other places that others might know.
